normally it doesn't matter if you make sure air cant get trapped inside.
However you need to take care to arrange the pressure tappings have a
zero differential at zero flow, or incorporate an offset in the flow
calculation algorithm.
For example if you are measuring water flow, and have a vertical
venturi, then at zero flow there will be a pressure difference
proportional to the vertical distance between the tappings. Also when
dealing with condensible gases, care needs to be taken that both impulse
lines to the differential pressure instrument have an equal condensate
height in them.

You seem to be talking about venturi meters. For meters,I have used BS1042 or ISO 5167-1:2003 Measurement of fluid flow by means of pressure differential devices, Part 1: Orifice plates, nozzles, and Venturi tubes inserted in circular cross-section conduits running full. Reference number: ISO 5167-1:2003.
There is probably an ASME standard as well.
You may find something on the internet.

there are three basic types of venturi; above spec, to spec and below spec. Dimensions are in five size ranges; very small, small, medium, large and extra large.
Seriously, there are thousands of different types, sizes and applications. Put some time into describing what you want.
