Pigging can be effective, but maybe you could consider combining it with other method such as chemical cleaning to achive better effectiveness..... It is possible that the scalling is due to MIC or other water base corrosion and by doing chemical cleaning, you could have a bare metal surface at the same time eliminating the cause for MIC and creating a passivation layer on the internal pipeline surface.
To minimize the scalling, maybe a scalling management program should be put in place, such as corrosion coupon, periodical analysis and other type of monitoring and maintenance program.
