before going to decide the coating u have supposed to konw the spring material and from that to refer the coating material having very high electronegative potential.
to the detailed information u supposed to refer RESEARCH PAPERS PUBLISHED ON IT.or NACE bulletins and more important factor regarding no.of coating is uniform coating , hiding power of coating material.

u have other corrosion choice of corrosion prevetive techniques suh as cathodic protection.

Anticorrosive epoxy primer followed by a finish coat might solve your
problem.

For exact details, visit web sites of paint manufacturers like 'Hempel,
International or Jotun' and preferably refer this problem to their rep. for
details like exact no of coats, thickness of coats ... etc.

Parallely, try to change the material spec of these springs for future
procurement.
