It is Urgent ----- 36 seam pipe --------

Hi,

we have 36" seam pipe, the contractor cut a 10" bransh intersect with the seam weld of the 36" pipe. Also, contractor wnat to weld the pand for the 10" branshe and this weld will be crossing again with the seam weld of the 36" pipe. Is it allowed by the ASME B31.3 to cut in seam weld and to weld over the pad on the 36" pipe. Please advise.
