Will post progress (if things don't fizzle out, as they often do with safety issues).

The vague nature of safety specs appears to stem from fear that if a specific/prescriptive approach is used, then any incidents resulting from spec oversights will result in a large outpouring of fecal matter on the spec writer. While the vague approach protects the spec writer, it doesn't really help the intended recipient.

I'd be real interested in hearing how you fare. I get into this in a couple of capacities--the design work and as sometime accident investigator. Wearing the latter hat sometimes comes to commenting on safety specifications, some of which render actual work almost impossible, others are hopelessly vague in order to prohibit unsafe conditions unless supervision needs a free hand in cutting corners to get product out the door.
