I work in a large water, wastewater consulting firm, so I can offer my perspective on what you are calling "lead engineers".... we call them Project Engineers or Team Leaders. On the projects that I work on, they would have one of the tasks related to the project; be it mechanical, civil, structural, or process design. But in addition to that they have the responsiblity to provide the leadership and clarity to the rest of the design team. That is, that they decipher and digest what the direction the project manager is requiring and pass this on to the team members.
The difficulty is in aligning the group when everyone is working on many different projects onto the one that the Team Leader is working on. Getting people to provide work at various deadlines is a chore. It takes patience, understanding, and yet there are times when a little "tough love" is involved. But one has to be careful, in that if you have bad feelings amongst your team members....it will spill over onto the next project. All of this is outside the "engineering box" and it is a very fluid and dynamic arena....getting people to do what you need is difficult. But the best Team Leaders can deal with people....
