I can come up with a few process conditions where you might want to ensure that a valve is not accidentally manually closed or opened. If you think about it carefully you'll probably figure it out.

CSO and CSC status can be applied to any valve. On a rising stem, a tight chain and padlock can be used. Removing the handle from rotaries can achieve the same thing. In cryogenic service, just leave the isulation off and a nice big block of ice will form, freezing the plug/disc/ball into position.
