Generally it is NOT desirable to install PSV-s in horizontal plane.
In case of condensing vapour lines (e.g. steam), there are chances that condensate may accumulate upstream of the valve during normal operation. When the PSV pops-up, there are chances that there would be severe hammering effect in the entire pipeline. This is typically the reason why PSV-s are installed at the highest point of a pipeline, pipes gradually sloping in either direction.
One more problem would be proper supporting of the pipes. How would you take care of the reaction force during PSV pop-up?

Check with the PSV vendor.
Typically you can't because the valve will not seat properly after
relieving.
