Internal painting on Petroleum storage tanks

We are thinking of carrying out internal painting on petroleum storage tank having Naphtha. We would like to know whether this is a standard practice. In case yes, what happens to possibility of generation of static charge inside the tank, where will it get earthed from?

The tank in question is a floating roof tank.
