I don't know all the gory details, but I think it might have to do with "fair use". For example, there is a duty on the purchase of blank cassettes/CD and DVD-recordables etc. to compensate artists. I'm actually unaware of any books that are not available here - I assume that would be all over the Canuckian blogs if it were so.
