I expected that someone would have replied if there was a firm OSHA guideline on this, but I would have been surprised if there was such a regulation and I not heard of it.
To my knowledge, the only OSHA regulation that applies to plant design and layout is with the Process Safety Management standard, Hazardous Materials, those for exit routing, and some for specific industries. The standard for exit routing is Subpart E, for Hazardous Materials is subpart H, for PSM is section 119 under subpart H, and for specific industries is under subpart R. They are not detailed, but often implied. To do a thorough review of the codes, check the Appendices - that is where the most useful information is usually found.
PSM also has minimum requirements for P&ID design and layout.
