Please keep us updated with your finds. This is really interesting. However, depending upon the criticality of the system (whether spillage is absolutely prohibited), I would still prefer to go with the conventional level transmitter approach.

We have tried this, unsuccessfully. The requirement is for the acoustic
waves to travel through the water, and the people keep drowning.
The budget will not extend to provision of underwater breathing
apparatus. Have tried using dolphins, but the Greenpeace people keep
letting them go.

Steve,
Station a person at the top of the hill near the tank and one more near the pump. Ask the former to shout at the top of his voice when the tank is full so that the later can switch off the pump. Simple isn't it.
One word of caution: make sure neither of them are deaf or dumb.
