In my opinion, There is no formula for DP to OP. The relation is only DP > OP.
Design pressure is something like a future planning. When a designer has a planning to increase Operating pressure someday due to increasing of supply or demand. So he should have a bigger design pressure. He doesn't have to change the pipe thickness or material because the pipe is already strong enough to withstand the future operating pressure. Please correct me if I'm wrong.
