I think your idea about a checklist would be good, such as for a checklist
for contractors, contract design etc. But it would just about have to be
done by the customer, and back checked by the contractor. Much of what you
have listed may be a preference or economic decision, and the final word
comes from the customer. Other things to consider would be:
in the United States, is it an interstate or intrastate company (fall under
different regulatory bodies and design requirements).
Will the station be unattended, manned part time, or full time (influences
support facilities).
Climate considerations - a shed may be acceptable in dry climates, but if
you are going to be doing maintenance in the winter with blowing wind/water,
you want full enclosure, for comfort and safety.
So, for me, a checklist would be a good reference to make sure you agree with the client, or to at least assure that major points have been considered. But it would be really hard to have a decision matrix based on it.
