We're forbidden to use liberal anything in the states while the Republicans run congress. Liberal clearly means a desire to return Saddam Hussein to power, teach evolution in public schools or permit stem cell research, and probably indicates Communist leanings. Conservative or faith-based allowable stresses can be used, provided they are substantiated in scripture or the Texas Republican party platform.

Sorry--couldn't resist. The term "liberal allowable stress" doesn't mean anything without some context. Maybe you could expand on why you want to know and how term was used.
