The b31 has an alternative rules in cases where its difficult to perform hydro - after of course satisfying certain requirements. the alternative test procedure aint easy either. Well youre either in conformance or youre not. In some plants theyve set up a waiver policy meeting OSHA PSM requirements in cases where the Code rules can not be applied. but one way or the other critical equipment or process piping will have to undergo the hydro to ensure that its still fit for continued service (no matter how many times it has been NDE'd).
