I'm in the same boat, but there's a certain minimum library no one can
get away without having. Stuff like Codes and basic handbooks pay for
themselves real quick, and if there's something job-specific that I
need, I don't mind jacking in another labor hour to cover the cost of
buying it, particular if it'll save me the hour in completing the work.
I have some real heartburn with people who low-ball jobs and expect
others to furnish them with free software or reference material needed
to do the work.
At the same time, I find you can get second-hand materials from the web
or from used book stores at a seriously friendly price. Check
Bibliofind <http://www.bibliofind.com/> for some real treasures. I got
a good copy of the ASME's _Pressure Vessel and Piping Design Collected
Papers_ for just over $20, which is a steal. Even if it were still in
print. Other basic texts are available for maybe 1/5 or less of the
price for new copies.
