If the API becomes a Code standard, that'd explain some things. But
currently re-rating isn't possible with the ASME PV Code. Once the
stamp is applied that's the end of it; then the National Board Code
applies. I'd be interested what happens to the ASME Code plate when you
re-rate a vessel. On that LP tank that blew up the code plate they
slipped in was for a different vessel diameter and length than the tank
it was supposed to apply to. That was the first indication that
something was amiss. I'm assuming the seller just had a box full of
Code plates on his desk and he just picked one.
