The API Codes don't have legal standing like the ASME Codes, in the US.
Equipments in service do deteriorate over a period of time. They are also subjected to repair, alteration and mods. Particularly true in operating refineries and petrochemical plants - where debottlenecking, maximum capacity increase or change in process system are the norms. Of course, engineer do have the responsibilites of ensuring that when changes do occur (such as design change or equipment deterioration), that the affected equipment are still fit for continued service (operated safely but still return a profit).
In our case (our plants are located outside the USA), we utilized/followed both the ASME and the API (such as the INspection Code, the FFS and the RBI) ... in a lot of cases, but sometimes ( we still try to manage that the intent of the codes/ragagep/osha are meet no matter what).
The concerns is not just limited to Code Compliance - there are other issues as well like Profits, Quality/Safety audit, availability of resources, maintaining ISO certs, etc, etc. All of these will have a bearing on how you deal with the equipment. Received on Sun Sep 11 02:30:00 2005
