My understanding to your problem is.
The section you mentioned has nothing to do with pressure testing. You have done some changes (rerating in your case) on an existing pipe, and before final close out, decision has to be made on wether to hydro the affected spool or not. The basis will still be API 570. If the decision is to hydro, then thats the time that the B31.3 kicks in. If its otherwise, then the call should still be based on 570.
If were dealing here with a design issue and its NEW, sure i go ahead and use the B31.3 .
As Paul says, after the fabrication/installation/testing is done, thats it for the ASME Code (or something to this effect). Well I could be wrong. By the way, how do you guys handle the work at the tie-ins of a new piping system and the existing. Will fabircation/Inspection and Testing falls under the scope of B31.3?
