When the discharge line is full you can start a pump with the valve open. When the line is empty you should start with the discharge valve closed otherwise the flow at startup is too high and there is also a risk of waterhammer the moment the line is completely filled.
Pumps in parallel operation are usually installed with a check-valves at the discharge side. When there are no check-valves an automatic operating valve is used to prevent pumping fluid from one pump through the other pump.
