This is why the pipeline people basically test their lines all the way to yield, when they get yielding they stop their test and basically they have assurance that the line at least once withstood the test pressure acheived.
If a leak occurs during your hydro your done.... also another point to consider philosophically pumping up the line and holding pressure is not the intent of B31.1 /.3 All joints shall be examined while the test is at pressure....
