Just a minor typo. Velocities are in feet per second instead of minute.

Do you mean something as simple as Crane Technical Paper No. 410, "Flow of Fluids Through Valve, Fittings, and Pipe, page 3-6:

Reasonable Velocities for the Flow of Water through Pipe

Boiler feed................... 8 - 15 feet per minute
Pump suction and drain lines.. 4 - 7 fpm
General service .............. 4 - 10 fpm
City ......................... Up to 7 fpm

??
