Preliminary Nozzle Loads

What approach do members use for determining preliminary allowable loads (forces and moments) on carbon steel pressure vessels? At the early stages of a project we find it difficult to get loads from vessel and heat exchanger manufacturers. Are there force and moment loads, that can be assumed on a per inch diameter basis, which will not present great design challenges to vessel or HX manufacturers? Do members use a HEI or WRC107 program to estimate allowable loads? One approach used in Bausbacher/Hunt's process plant design book is to limit the piping stresses to under 14,000 psi. But our preference would be to start with some assumed nozzle loadings.
