Good point, but what you forget to mention is that PDS is at the end of its product life cycle and their new product, SmartPlant is how many years late already? So now what do you do? Learn PDS, then start over with SM, if and when it gets released. Also, who wants to use version 1.0 of any new software release (Typically, the first users are the bug testers). Based on this PDMS is certainly a much better choice. My opinion.

The likes of PDS or Intergraph are not cheap. And normally not bought as a stand alone software. The cost of running and maintaining the likes of PDS plus the upgrades is also not something to sneeze about. Its an expensive commodity but a necessity.

That said, you may have to consider also the hardware and probably hiring a new administrator and developing an internal procedure to control the access to the newly bought PDS. Then there's the printer and the paper and data compatability with other apps and ...

When we strated with PDS several years ago no one has thought regarding about interfacing it with CMMS/ERP or with other software which is happening now. Conduct an MOC and you need to pull out details from PDS and somehow connect it to SAP. If its a go, then data from SAP needs to communicate with Primavera. But before that - an engineering analysis maybe required and that means downloading the iso to CII and perform a hazard analysis using another software that deals with risk assessment, FFS and PSM the likes of Meridium. Its getting out of control.
