Thats how the Flixborough disaster occurred in Yorkshire. Just a quick jumber around a defective reactor. the bellows squirmed and Kaboom. Bet those guys had a chart or quick calculator, not a piping engineer in sight.

Probably the guy who is asking for a quickie answer wanted the number to complete his work. Take a simple case. Production wanted to know if its OK to run a jumper say from one process system to the other. Assume farther that the cost qualify it as a capital project. Ok the process enginer did some calc and has figure it out the needed pipe dia. But he will also need the thickness (assuming that the material has been properly selected) too (verified later by a responsible engineer) to justify the project.
Of course, if management approved the changes, a full engineering run will obviously have to be prepared. This is where the nitty gritty of engineering design kicks in. But for an estimate, the procedure that ive ouline will do.
