It may not be possible to have PWHT on a hot tap fitting welded on to a live
line. It will be a case where the WPS have to include the parameters to
arrive at a compromise weldment that will have a close enough result that
which is achievable otherwise through the PWHT.
In a similar case of hot tap welding on to a sour service gas pipeline, Gasunie, a dutch hot tap specialist welding services company was asked whether the welding procedure will be able to achieve the weld hardness required by NACE. The answer was no.

Subject: [PipingDesign] PWHT on a live Fuel Gas Line
hi every one,
I have a 42" Split Tee Hot Tapping connection on a 550 psig design pressure 200 deg F design temp. petroleum fuel gas line. But the split Tee provided is of 30mm.Ofcourse should go for PWHT.
Is this feasible on a live fuel gas line or whether there will be any other alternative.
Thanks in advance,
regards,
