That must be based on other considerations other than merely corrosion.

It must be considering,

Fire hazard,
possible external damages to pipe from impact or abrasion. Marine growth.

FPO (Floating production and offloading) units at sea use GRE piping for process water and other fluids. Weight may be a consideration in this case.

Don't know how the economics compare between Cu-Ni and GRE. Much of the cost of the GRE piping is not for the material, but for the qualification tests.
