I think you've answered your own question. The spec requires that no
filler metal be used. Pipe which is welded with a filler metal isn't
compliant because it uses filler metal. Therefore the offered material
isn't compliant and won't comply.
I don't know why that particular weld process is mandated, but if I
were to guess, I imagine it's to increase the cooling rate and prevent
hardening in the weld.
