As always, the first questions will be:

Wait a minute - you are planning to hot tap into a flare header? Is it sloped? Does it periodically drain to knockout pots?

I assume that there is a new unit scheduled to come online that has to discharge into the existing header. Why would you need to hot tap in that case. I'm confused.
