I am far from an expert on dynamic modeling of pipeline fluid systems, but I have a little experience with firewater systems as designed in the US. In my experience and logicaly, firewater systems are pretty much guaranteed to surge at startup and for some time afterward. Because of their purpose, to get as much water to the point of use as fast as possible, there is a lot of force in the system, introduced almost instantaneously. I have known firewater systems to suffer damage because of inadequate or improper restraints or maintenance. A cooling water system should not be expected to have significant surges - valves can and should be opened more slowly, and large pump motors could be on VFDs or softstarts, to avoid or mitigate surging for the same reason that firewater systems often surge.

[PipingDesign] Pipe Surge Analysis - Any expert / Agency in India ?
Hi all,
I am Chakra. I am working for petroleum refineries for last 15 yrs.. I am also a mostly non-particpative member of this forum.
Somedays back, we had a 'Pressure surge' induced failure in our Cooling water ckt. I did a 'qualititive summing up' only as any detailed analysis is beyond my capability. (With ample help from this forum)
Now, we would like to go for a detailed analysis of our Firewater network
for following two things - (a) A detailed analysis for probability of
surge & preventive measure.
(b) Adequacy of our firewater network - sufficient water should be
available at the furthest corner also.
If you could guide me to few experts / agencies, (preferably India based), I would be grateful.
