I am not a pipeline specialist at all. I look after Inspection & repair jobs of equipments which also include piping. My meagre idea about piping design etc. is mostly based on internet literature & forums like this one.
My idea about surges are basically intuitive - not based on any strong theoritical background. And yes, I also feel that Firewater network should be much more prone to surge phenomenon than a CW network.
The CW rupture took place after instantaneous total shutdown of our refinery due to a power trip. Such total emergency shutdowns are very rare. And the CW network is 30 yrs old. CW network was installed in 1974-75 without any consideration of surges at design stage. Nor any preventive measure taken / retro-fitted at later date.
