Thanks for your comments. I have got a chance to outline my difficulties.

I am well aware of your reputation as one of the best in this industry. I have even referred to your writing on the subject of 'pressure surge' in my internal report to my superiors.

However, ..........

I work for Indian Oil Corp. Ltd (IOCL), a Public Sector Unit (PSU). In a PSU, any contract (service / material procurement etc), has to be given on a competitive bidding. Minimum six parties should get a chance to bid. And the lowest quote (we call it 'L1') gets the contract.

I have to send the enquiry to EIL (another PSU) and few more reputed Indian cos. (if they exist). Any foreign Co. will not be able to compete financially unless they have an Indian arm.

What happens if I don't do as above ? Send the enquiries to only few internationally reputed cos. / experts ? My boss will not allow. The Vigilance deptt (anti-corruption bureau) will grill me till I resign / sacked & my pension /gratuity vanishes in thin air. Even CBI may get involved.

I know this procedure makes the system highly inefficient and delay-prone. But we are surviving somehow.

Hi Chakra,

Why does your expert have to be based in India? You wnat something cheap?

I work as a surge analyst based in Sydney Australia and work on projects from Bulgaria to Japan and all places in between.
