2.) Vent/drains are the same for hydrotesting most of the times.

Hi everyone!!!
The following issues trouble my mind
1) Are there any rules of thumb concerning the placement of thermal
relief valves in an oil pipeline facility? My process collegues
suggested the following " ...PRV's have to be installed in piping
sections longer than 30 m or greater than 1000lt when they may be
blocked between block valves...." Is this clause valid?
2)I 'm aware the process drains and vent are placed at the lowest and
highest point accordingly. Are there any guidilines for the placement
of hydrotesting vent and drains?
