You can use them wherever you like according to ANSI pressure ratings. Whether or not they're practical depends on the service. There's no crevice at the weld which is good and a lot of people prefer the complete joint penetration weld. OTOH, alignment may be tricky and fit-up can be a problem.

You'll find a lot of younger engineers who think that they're stronger and more reliable structurally, but that isn't necessarily the case due to fabrication issues.
