First thing frist - check out what the API 653 says related to tank settlement. Get the numbers and then figure out what your options are (and the budget/downtime limitation). If you hit a wall then post your problem here and if youre in luck you may probably get the answer that youre looking for. Good Luck.

Settlement can be classified as a Short term or a Long term. Short term is may because of Hydrotest. See if you can connect piping to nozzle after Hydrotest & Try to get long term settlement values from soil report or Civil discipline. Use this value in stress analysis. Also contact Tank engineer to get allowable loads. Achieve this by either piping flexibility or by using spring support. Try to locate first support away from nozzle.
