Got an exposure in CII analysis? Well a lot of guys that ive talked with some few years in CII designing (i used to be qualified in Coade, PipePak and ANSYS several moons ago) a piping system but hasnt been involved in its actual fab/installation/test or mods/rerating/alteration - well they talk big.
Observed them get involved in a situation where time is a big factor, the service is highly hazardous, the line cant isolated and is in distressed,not enough elbow room to move, the piping material is not listed and resources are limited and what do you notice?
They still go to the motion of perfoming a stress calc. Why? Beats me. You dont hear HazOp, nothing about assessment of risk, nothing about fitness, not an iota of discussion about SHE impact, not even a disucssion of clashes, and you can forget about cost.
