Stress Temperature and pressure

hi every body,

i am having a problem for stress analysis of line which has operating max temp of 90 C and Design Max of 190 C, 12 bar and 26 bar pressure respectively. If i check the line using operating max temp and press then line passes but if i take design condition then line fails in operating condition, it means that i have to add flexibility to pass the line but there is no space to add loop. can any body clear my doubt which temp should be taken for stress "Operating or Design ?"
