That's the LANL guide to B31.3, not B31.3 itself, and the file is not hosted at Piping Design Central.

Sorry for the reply delay but my computer died Monday and I'm just getting used to/setting up a new machine and learning a new (to me) operating system.

As Chris mentioned, the cost of purchasing the appropriate codes is not all that expensive. How much does one copy of AutoCAD cost and does it actually help with the design process?
