Your client is mistaken. Lateral expansion in the impact test is a valid measure of the ability of the material to yield. You'll have to do your own research on this. I think I saw the matter discussed in some PVRC papers years ago.

For impact test requirements use Section VIII Div 1 UCS-65 for guidance. Normally austenitic materials like your stainless steel don't require impact testing because they don't lose toughness like ferritic steels.
