Just to make it more complex if the two plants ,designed to ASME B31.3 are separated by a pipeline to ASME B31.4 , with pressure vessels to ASME VIII and flanges to ASME B16.5, all with different dynamic pressure criteria are to be evaluated, it proves how complex dynamic analysis is compared to steady state.
Perhaps there is a need for more clarity and uniformity. I suspect the committee members on each of these standards are different with different points of view.
