   You have not given pipe thickness,and fluid.

   In my practical experince if is is a gas line, trying to cut in in the weld seam side will have serious problem. The cutter must be suitable for cutting thru' the extra hardness of the seam. It can get jammed after puncturing the centre. As the 42" pipe Spec( X-?/ WT/SAW/ERW) Condition is not known i presume the pipe may even open up / sag at the weld joint.

   If the Split TEE is not welded yet, Change the location.

   I need to hear & learn from others too.
