Thanks Bruce for your detailed reply. We have two flares, one for ethylene and one for polyethylene. We want to add on the flexibility to use any one of them, for inspection purposes, without completely shutting down our entire plant site. That is why we are installing 18 inch jumper line between two headers. Naturally we need a block valve also to isolate the flare; therefore, we need the stop the line flow, for that Line stopping has to be carried out.

As it is flare line the pressure is very less and the flow would be less than 1 m/s. That could also be intermittent. Providing N2 to increase the flow is simply very expensive for such a big header.

Grouted Tee, being proprietary, are also very expensive. The middle solution could be bolted mechanical tee with o-ring type sealing and rest of the space filled with some epoxy type sealant.

As I go through you e-mail can I assume that mechanical tees are also equally reliable, as welded ones, for flare lines but expensive.

AJ - forgot to mention that there are pressure bleed / equalization fittings required (normally 2") as well -which can be independent extra hot tap fittings, or integrated into your main 42" main hot tap fittings.
these connections are required to relieve pressure differential to allow

hot tap fitting / machine / line stop setting / removal. If you have some
upstream & downstream existing taps in your main line these could possibly
be eliminated.
