You may wish to consider the pre insulated ASB piping made in Australia to AS 3518. It is manufactured by Eurapipe , part of the Tyco organisation. It is used extensively in the Middle East and Far East for chilled wated reticulation and inside buildings.

Google Tyco Water and drill down through the Plastic piping to K Flo.
