Pipeline leak repair

I have a NPS 48 ASME Class 1500 on-shore Gas pipeline that has a Cosasco corrosion coupon access fitting at the 6'O clock position. The access fitting has a threaded cover that is jammed tight and is not possible to open. Gas is leaking through the access fitting. The owner does not want to have a shut down.

A weld involved repair method is ruled out because of the gas leak.

Can anyone think of a repair method that was adopted in a similar situation.
Any reference to specialist services are also welcome.
