There are alternatives to hydro that the ASME B31.3 allow. And it'll
take more than an NDE.
By the way, what does 100% NDE means? Do mean welded joint that is subject to PT (if its been Pt'd then normally you dont have to perform MT or UT), VT and RT. We dont normally say 100% NDE - we specify the type of NDE necessary.
