The National Board has a Code for repairs and modifications of
pressure vessels and I suspect the rules can be applied to piping.
The thing to remember for vessels is that the Code stamp only applies
to construction. In effect the cloverleaf stamp shows that the vessel
was constructed according to Code rules, and once the vessel ships
Section VIII is done with it. You don't 're-rate' Code vessels--
nothing that happens to the vessel after it ships accords with
Section VIII. You can make repairs or modifications according to the
National Board rules but none of that work has anything to do with
the information on the Code plate.
You can think of the Code plate as a birth certificate--you only get one birth certificate and one Code plate. Any changes you make after the birth certificate is signed are unrelated to the certificate. That's becasue you're only born once. Get a sex-change operation, dye your hair or put on weight? Your birth certificate doesn't reflect it--it's up to you to keep up with the documentation you might need.
