Yeah, that's what I noticed, it just seemed that one slope was given a factor based on run/drop alone, and another one involved both PLUS velocity and pipe size. Caused a little confusion on my end, but upon looking at it further the chart seems to give a "minimum" slope based on velocity and volume (pipe size) as calculated by some engineer at some point.
It appears that after that minimum on that chart is determined someone just goes and rounds it to 1/8" per foot (or whatever it is for the given size) to make it something easy to deal with, then makes a factor on THAT.

Yeah, tell me about it! My group leader gave me the chart yesterday, and last night right before I left my message on here I Googled it, and the chart was the first selection in the search results. So obviously there's nothing "secret" about this stuff. hehe
