The U stamp is applied to a vessel which has been built in accordance with the ASME Code. The stamp itself is the property of the ASME and is only applied with the consent of the fabrication shop's Authorized Inspector after all fabrication and examinations are complete. As I mentioned, it only signifies that the construction was carried out in accordance with the Code and the vessel successfully hydro-tested. There is no implicit guarantee of service suitability, nor does the ASME actually certify anything about the vessel.
