My assupmtion here is that a qualified welding is being perform - that is a qualified procedure is in place and and the you got a qualified welder (we dont call them certified).
The welding is then performed (doesnt matter wether its full penetration or fillet alla round or seal weld) based on a work package issued by a competent engineer.
Will it fail? It might. Will a more stringent procedure prevent the failure? Probably. The problem is not really the cracking of the weld - the more serious problem i see is the consequence of such failure most specially if it would result in serious injuries or fatalities.
Will the welding if done properly avoided the failure like cracking - probably or probably not. Thats what risk is all about.
